PierPASS

PierPASS is a non-profit association of West Coast MTO Agreement (WCMTOA) members. The association members are container terminal operators in twelve ports in the Port of Long Beach and the Port of Los Angeles.

PierPASS runs the OffPeak program and charges a Traffic Mitigation Fee (TMF), also called the Pier Pass Fee, charged for each container picked up from the port complex. There are several types of shipments exempt from this payment such as empty containers or chassis, transshipment cargo, bobtail trucks, and containers that have already traversed or have plans to cross the Alameda Corridor.
